Bureaucrats vs MPCC

A key question on the detainee issue is where the Conservatives stop and the bureaucracy begins in the foot dragging, arrogance and obstructionist behaviour towards the detainee issue.

There's little chance of any new revelation coming from the detainee files that could further damage the political credibility and electoral prospects of the Conservative government, unless it involved Afghan goats and ministerial visits.  So what motive would the Conservatives have to hold back on documents?

I've commented here and elsewhere that it is the DND, and bureaucrats in foreign affairs and justice department that have the most to lose and that this is the true motive behind the government's obstruction. Justice department lawyer Alain Prefontaine's disrespect towards the MPCC only underscores this point.

I've also yet to see any public discussion or examination of the mechanics of declassifying secret documents. Documents can be easily labeled secret but what's the process for declassifying, who's responsible for it and who determines exactly what can be released?
